From the election state office:
People can apply anytime now until the day before the election by Minnesota law but you won't see your ballot in time if you wait until August 10.
We are encouraging voters to apply at least 7 to 10 days before the election due to the turn around time and post office that are now several days behind. And because more people are voting by mail already meaning lots more ballots to sort at the post office taking more time to get voters and back to the county office. The absentee ballots have to be at the county office by 3pm on election day.
